Taken plainly and literally, it means that you cannot live, breathe and enjoy the heavenly radiance and light if you do not have beneath your feet the ground, the earth, from which you draw your bread, the nourishment of your stomach and the desire of your body. The earth, the mother of all life, gives the means of existence and the right to exist to the person and to the people who, standing firmly rooted on their own earth, can also enjoy the light and radiance of the sky. In the symbolic sense it means that only when one has land, that is, a firm economic ground beneath one's feet, only then can one also rise to the heavens and create the necessary culture and art, all the spiritual riches and the other beauties of life... As with the individual, so with the people; as with the single person, so with the community: for everyone, existence depends on this condition. But this condition holds even more for a people when it rises to its revival and renewal after two thousand years of separation from its land: the return to the land, the setting of oneself on the firm ground of one's own land. And this ground must be acquired by the people, for the people. For only land that is the property of the people gives the sure guarantee that it will be used for the benefit and use of the people.
These truths stated above have long since penetrated the minds of all the people, truths which, although all admit them, are put into practice very little; and those who do understand them and do carry out the commandment that arises from them do not carry it out to the degree that is demanded and to which they are able. And certainly they do not fulfil it to the degree that the present time demands of us. Every resident of the Land of Israel who knows the present conditions in the country will tell you that there has never yet been a time when land was so needed and so possible to buy as now. Needed, because it is now simply a vital necessity to enlarge the landholdings around the borders of the smaller settlements, so as thereby to increase the number of their inhabitants and consequently also their defensive strength.
For how much longer can a settlement such as, for example, "Atarot" hold out, where there are 25 families who have already lost 6 victims in the struggle for defence, standing on guard day and night, if the number of inhabitants is not soon increased? And this or that workers' moshav or kibbutz, and "Givat Ada" and "Mitzpe" and more and more: how will all these small settlements hold out if we, God forbid, do not increase the number of their inhabitants? For even heroism and courage have a limit!... And may we expose our dearest and best to the maximum strain of their heroism and courage? Do we have the right to take upon ourselves this responsibility toward their widows and orphans?...
At the present moment there is an urgent commandment to buy more land, in order to round out the area of Jewish land and bring into our possession all those protrusions of Arab land that cut into our borders and serve nowadays as dangerous nests and hiding places for the murderers, which hinders the creation of a better and safer protection for our settlements. There is an urgent necessity to buy land around the isolated and cut-off settlements, in order to strengthen them and to make it possible, and worthwhile, to connect these isolated settlements by newly built roads to the larger settlements, so that help can reach them faster in time of need, for quite often the life and death of our brave heroes depends on a single minute...
It is also urgently necessary to acquire more tracts of land, and large tracts in particular, in order to settle the refugees, who in the end can only be absorbed through the Land of Israel.
It is necessary, urgently necessary, and right away, and right now!... And precisely now it is also possible to buy land in the Land of Israel. The wealthier Arabs have become impoverished. 25 thousand of them were forced to leave the country for fear of their so-called protectors, the terrorist gangs.
